The problem you have is that the avatar you want to upload is larger than 71kB. So you have to convert it into a smaller format. Try using Irfan View (That one should do it for you).

.JPEG and .gif sound just fine.

Edit: Hmm... Your current avatar is 51x51 pixels large and is in *.png-format. Try converting it to PNG, then.
