The author indeed writes that this is intended to resemble PoP.
That's Blaze the Cat from the Sonic the Hedgehog games, so this picture is two games in one.

The style somehow reminds me of old cartoons, like Rocky and Bullwinkle.
Also note how the prince's facial expression is completely different in the outline and in the coloring.

It's an edited screenshot, most likely of room 6 in level 1.
See, for example, the black line next to the spikes, and the vertical offset of the prince (too low).

Manoss recently designed something new for TeePublic (TP Apparel).
A PoP variation of The Little Prince.
Also available as sticker and other stuff.
