If you use SDLPoP, you can just modify images without PR.
And then when you want to share your modified images as a 'DAT file', you simply create a VDUNGEON.ZIP instead of a VDUNGEON.DAT.
The VDUNGEON.ZIP then has all the modified images inside it.

SDLPoP doesn't need DAT files.
Its game resources are not in DAT files.
They are just plain images and such, in the data/ directory.
If you'd want to share/distribute a graphically modified VDUNGEON of SDLPoP, you'd distribute that entire subdirectory.
So you could still distribute your 'DAT file', it just wouldn't be a DAT file, it would be a VDUNGEON.ZIP with lots of images in it.

In fact, if I want to create a mod and paste my TITLE, VPALACE or VDUNGEON Into it, I can't create it with SDLPoP

You can.
Put your LEVELS.DAT into the SDLPoP directory.
Then SDLPoP will use your LEVELS.DAT.
