How do you add new levels into the game?

I'm trying to make a complete port of PoP SNES into DOS, but SNES goes up to 20 levels while DOS only has 12.75 levels. I'm using Apoplexy and have tried to copy-paste, then rename the level files in the 'levels' folder but that didn't work.
