Editing palettes is as simple as opening .pal files in the program Palette Suite (link was provided by David above) and then saving the palette in the program. As for which color in the palette file corresponds to which color on the character or in the background environment, that is more of a guessing game for me. I’m thinking of creating documents which tell which color in the palette corresponds to which color in-game.

But to begin, all you need to do is open the .pal file in palette suite.

What tool do you mean exactly?
Pal files editor: Note Block (app included by default in system)
Graphic editor: Corel draw 9 (gotten by a disk, I took it from my dad without he knows it )
Image editor: Paint (app included by default in system)
Video recorder: Movavi Suite 18 (forgot the link, paying software)

If I open .pal files using PalSuite 3, it's okay. Maybe your computer is not good or something else. Please check your computer.
