It's a 60x40 tactile graphic display for visually impaired/blind people.

I've found the author on GitHub, and it turns out that the PoP remade as text adventure (which I found earlier) was also made by him!

Now that I know that the author is blind, this conversion makes more sense; and some of my comments in that post might seem dumb...
