I'd say it's randomness manipulation, as it's the case with the princess cut scenes (that's why some of them are shown). Since the in game timer doesn't run during those phases, it doesn't hinder the final time.
Compared to the previous TAS, some time is saved on level 6 and 10, but not really on 7. I think all in all the time save comes from perfect RNG (random number generator) everywhere, and a few details here and there. Nothing really spectacular.
Also some entertaining but slower strats were removed (for instance the last guard on level 11).
Of course Eien will correct me if I'm wrong.
