On the page where you can create a new topic, there is a "Poll creation" tab. Use that.
It also appears when you're editing the first post of a topic, but I don't know if regular users can do that.

Open one of the subforums, like Off-Topic, then click "New Topic".
Under the textarea, there are 3 tabs: Options, Attachments, Poll creation.
The "Poll creation" tab contains what you need.

Or maybe the "Poll creation" tab doesn't appear for you?

Ah, so you're using the forum from mobile.

I tried the same, but the tabs appear correctly for me. See screenshot below.

It's odd that you don't even get the footer with "Board index" and "Powered by phpBB".
Are sure you can't scroll further down?
Maybe you could enable the "request desktop version of site" or a similar option.

You can now create polls on the Off-Topic board.

PERMISSIONS (tab) -> Forum permissions -> select Off-Topic forum, Submit -> Select all groups, Edit permissions -> for Registered users change Role from "Standard Access" to "Standard Access + Polls" -> Apply all permissions
