So is there any tool to draw maps before creating them? Something like this http://www.oldgames.sk/images/oldgames/ ... evel01.png
It would be awesome to plan out levelsets.

You could give the old (2003) Princed for Windows a try.
A download link can be found at the bottom of this page.
It's the only thing that comes to mind.
Select tiles from the "Map tools" menu, then click where you want them.
