i am just now a vizier and before i was a scribe what i am higher or lower rang ??

Higher of course. The more posts you have, the higher your rank if not in the case of special ranks.

If memory serves me right, ranks go as follows:

Guard, Scholar Scribe, Wise Scribe, Efendi, Vizier, Sheikh, Ancient Scribe. I didn't gain more ranks after that, because then my (previously hidden) mod rank became visible.
